After less than a month of PETA campaigning, the Bolivian minister of defense went on that country's national television to announce an historic ban on all animal abuse in military training exercises, stating that the Bolivian government is issuing Resolution 217 to prohibit all acts of violence, exploitation, and mistreatment that provokes the death of animals. Not only has Bolivia beaten the U.S. military to the punch, this ban is also Bolivia's first military animal protection regulation ever.

This news comes as a direct result of PETA's and PETA Germany's campaigns, which were launched after horrific video footage was uncovered showing the Bolivian military's mutilation and killing of dogs in combat-training exercises. More than 20,000 supporters joined in the effort, including a leading Bolivian congresswoman, Ximena Flores Castro, who talked with PETA and then met with the defense minister in order to get the resolution on the books.

Resolution 217 puts an end to military training exercises in which dogs were mercilessly stabbed to death as they screamed in pain. Not one more animal—dog or otherwise—will have to suffer such a miserable fate at the hands of the Bolivian military. The resolution also includes sanctions for those who violate the regulation.

This is a giant step in the right direction for Bolivia, and we hope to continue working closely with government officials to enact more animal protection laws.

Everyone who spoke out against this cruelty deserves a big pat on the back! Let's keep up the momentum and urge the U.S. military to follow Bolivia's compassionate lead.

I just finished watching the video posted on this page and am SO happy that poor helpless animals will no longer be going through the brutal torture and pain. The acts which were done to those poor dogs were outrageous. I am so mad and upset that this went on there and still goes on in many other country's. It's a sick,sick practise that needs to be stopped. There ARE other ways for the military. KEEP UP THE GOOD WORK PETA. You have my full support

As a PETA supporter I am happy for this victory for animal reforms in Bolivai. But the video clearly shows a need formilitary training reform too. How they used these animals was barbaric - are they planning to still use those training techniques> Hope not!

Wow, I have never seen such a group of pathetic men in my life then i've just seen in that video. If they had any balls of any kind they should have they could have at least not held the dog down and let it defend itself. Well, it is a great advance and I am really glad for it. Nevertheless we must neither deceive nor do false expectations to us. It is a secret to voices, which these insane practices realize in all the Armed Forces around the world, in the trainings of the "special forces" or "elite forces" also called Commandos. May all the animals who have been subject to this cruelty rest in peace and all the others be free of pain and this abuse come to an end in other countries as well. When I saw that video, I was appalled at the fact that this is how they train there military. This victory is a landmark of hope of all abuse against any animal to stop. Did anyone read in the video that those "commandos" were U.S. trained? Where are those Two-Legged Monsters that thought this up? Reminders such as these should ALWAYS contain the sounds of suffering of animals, not just the visuals. Those poor animals had to suffer for 15 seconds (just listen to that poor dog) of agony. And for what? Those "commandos" were going to learn to like the smell and taste of human blood anyway. Remember, this is how Vietnam solders were conditioned - ON SITE! May the "master minds" and those who carried out these animal rapes forever burn in HELL! No forgetgulness, no forgiveness and no "peaceful" balm of Death.

I was disgusted to see the video and ashamed that my country would do such a thing however I am extremely HAPPY!! to hear they agreed to have a law for the first time to defend animals from cruelty! I am also thankful to you PETA and all the people who cared enough to write and asked the government to stop this unnecessary and cruel act. I can't help thinking of all the other creatures out there that are being abused, tortured and killed right now. I will never understand how anyone can inflict such cruel acts upon loving, innocent beautiful creatures, who want nothing more than to be loved by humans. My heart constantly aches over this. While this is a step in the right direction, WHAT IS BEING DONE TO THE COWARDS WHO MURDERED THAT BABY WHILE SHE SCREAMED IN PAIN? Military or not, no human being with a soul could stand by and let that happen. Any instructor or attendee who participated in this or any other canine murder needs immediate and [hopefully] painful punishment. I want whatever the Bolivian equivalent of a court marshall is, and NOW. PETA, please take this a step further and help bring justice for the dogs they have already murdered in cold blood. Please, please, please also add a warning to the front of that video. I was sick over the text and should have known better, but I watched the video (thinking it can't be as bad as I imagine since there isn't a warning) and I've been sick for an hour. I know the pain of those poor, poor animals is so much worse, but I don't think I will ever recover after watching that. That baby's screams will haunt me always.

I could not believe what I had seen on the video. I cried for days, was angry and felt hatred towards those inhumane people. I prayed all day and asked God why this happens, asked why He does not stop people in their tracks, well the answer was PETA requiring help from us all to stop this. The animals have been heard. To those little angels that died in so much pain at the hands of so-called humans, we are so sorry it took so long to save you, never will we forget your cries, but we do know that in heaven you have a place and will be taken care of.
I often say to people have you ever wondered why God created animals before humans, God knew of their unconditional love and forgiveness and DOG, means GOD's best friend. They have a place; they belong, if we could only just have 10% of the love and forgiveness that animals do, imagine what a better world this would be.

I did't even watch the video it would made me sick for weeks.

I know that for a fact after watching the horrors of the barbaric chinese furtrade skinning animals alive.

But I signed against killing animals in the Bolivian army without having to watch these gruesome horrors.

I am so happy that the Bolivian Government has finally put a stop to this, but the fight for animal welfare does not stop here! It has only just begun! thanks Peta for being the voice of these innocent animals.
I was born in Chile but was brought up in England and going back to my country of birth makes me sad when I see how many dogs are abandoned and roam the streets of Santiago, most of them riddled with mites or simply starving to death. A lot of dogs are killed on the motorways of Chile because that is where people abandon their dogs knowing they will have no chance of survival, how can humans be so cruel?. Every time I return to Chile I want to do something to help these dogs, but I know that the only way is to educate people on how to look after a pet and that simply you can not leave them on the streets when they can’t afford to keep them, I think that it should be taught in schools.
Returning to England with this image on my mind has made me more determined to fight for Justice for the animals. I know that if we all help in which ever way we can results will be seen, just like today’s good news....CONGRATULATIONS........
PETA, I know that you will continue with your work of stopping cruelty and I will always be here to help, I will make sure that my friends join in with the fight too.

If these soldiers in the videos are human beings than I must be an alien as I do not understand their behaviour or mindset. If this is what these 'men' do than my opinion is that they would be better off in a lunatic asylum not an army. Have there not been enough people injured in their wars to get the knowledge without this? Surely this kind of brainwashing has dangerous repercussions to the outside society........there is a quote in the Bible about these men in armies - it says "Men kept for unnatural purposes". However, as a Bolivian citizen I would like you to keep checking on this since many things are said but not done. We have so much cruelty going on right now here (I live in Santa Cruz), please also check out the pound in the Universidad Gabriel Renee Moreno (the practice that goes on with the vet students), it is horrific!

I couldn't even contemplate watching the video. Just reading about the suffering was heartbreaking enough. Thank you for the good news! It's surprising & so encouraging that this victory came so quickly. Hopefully we will see a worldwide ban on the abuse & killing of live animals in all military training. These violent, sick practices, designed to aid/teach people how to then cause more human suffering & death, are beyond horrifying.

Passing this new law looks great on the surface and is a great way to ease the pressure of world-wide protest but will they actually abide this new law and enforce it? That is the big question here.

I was soooo happy to read they have ended these pointless exercises. I was really upset when I watched the video & asked all my family and friends to sign the petition. I honestly can't understand how people are capable of listening to a defenseless TIED DOWN animal scream in pain and be ok with it. I can't believe things like this happen. This is awful how they can bare hearing those screams, i could bare hearing nevertheless witness it with my own eyes. I cry every time i see things like this because it really breaks my heart, but i am happy that the Bolivian people stepped forward and ended this abuse. Animals do not deserve such a painful death. I really hope the U.S, who is a much more powerful country can stop it, but money is what the U.S cares about. We are a capitalistic country where money comes first. This is fantastic news ! Thank you PETA and to all involved with the creation of this new law in Bolivia.
There are still lots of animal abuse in Bolivia, but this is now already a great victory, which will hopefully be followed by many others to protect the animals from being tortured and abused by heartless and feelingless beasts!

it really good if the ban is tru but I am always sceptical to the military.
This training have nothing to do with military or defence it encurageing brutality, do we want that in the military anywhere?

what does this prove? aside from the futility of war and fighting..are their imagined opponents going to be as unassuming and helpless? I would imagine that the soldiers they are training to be able to defeat are also trained in killing..so they won't be helpless and gentle like an animal. I can't believe that after all I've seen happen to animals at the hands of humans, I am still seeing new tortures..really impressive..the military establishments of the world should be proud that they can not only inflict damage and destruction on other humans, but on the animal kingdom as well..hope they can sleep at night...I know they are brainwashed into not having a conscience..maybe they have no cerebral function either. Apparently.

Saw this video now. Such barabaric methods of traninging ostensibily meant to make them ruthless commandos, is in fact nothing but cowardice. Killing helpless dogs, aren't you ashamed ? Bolivia. Good that PETA got the animal protection act in place, please make sure that it is FOLLOWED .

I'm glad that it has stopped, but you know i dont think is only in Bolivia, but also in my country PERU, I.m not sure but i have seen couple months ago a report on the spanish news on how they use dogs too in the army to train the soldiers. Please be aware of this. How can we find out for sure?

eye 4 a eye what you do to 1 that shuld be done to them thows people shuld be shot and die.i have seen a pirson hit a dog over and over agen and i called the cops they did not do a thing. so the next time i seen the dog out i took it and gave it to my sis now it is a happy dog thats just 1 life i want to help more and i will.

its funny people will get so mad and enraged and terrified of a human getting hurt or killed but when it comes to animals people laugh that is such a terrible tradagey but of course if we took one of there loved ones and stabbed it in the head and cuts it head off they wouldnt be laughing theyd be trying to lock u up people need to either be locked up for mistreating animals or they need to be finding people to lock up that are doing this if u ever see something dont watch because thats what 99% of people do they watch and keep quiet that made me sick

reading these things and watching these videos of animals getting killed just for fashion and other things is wrong this has really made me think of whether id rather be a meat-eater or vegetarian i definitely think im going to be a vegetarian.

Although this is a FABULOUS victory for animals, I think that people are overlooking the really disturbing thing about this. These people- and our own people- are not being trained to kill or maim, they are being trained not to care. This is desensitization training. If you can kill a defenseless dog, you can kill a man or a woman... or a child. What's the difference? Especially if they don't look like you or talk like you. This is VERY disturbing!

This may seem horrifying but sending out soldiers without desensitizing them to the battlefield is essentially cruelty to humans.

A medic who cant bring himself to cut, sew and stitch while hearing his patient scream in agony is sentencing his patient to death or mutilation forever.

A soldier who cant bring himself to kill against the howls and screams of the wounded will more often than not sentence himself or his comrades to a bullet by others who can.

War itself is cruelty. Animal cruelty, even as horrific as this, is unfortunately only one of the smallest and least consequential of the cruelties of war.

How men can abuse animals of any kind like this is beyond understanding. And dogs that gives us so much love and true, purehearted goodwill!! To the defence of all dogs: No other animal have made the same contribution to mankind. They truly enrich our lives in so many ways. A dog wants nothing but to trust us humans. The bond between man and dog, when given the chance, is a rare treasure beyond comparison and something that we humans can never offer one another. A dog knows no envy, no rasism, no greed, no hate and no religion. We should be grateful that they want to spend time with us. Spend it wisely and hopefully, at one point we find that we can learn a thing or two from them...
